XilVGA - Schematic
The schematic, like the one for XilMezzie, is done in Eagle PCB. You can download it here.
This is based on the XilMezzie schematic - although I've already made a new revision of the XilMezzie to use the Spartan 3A device, and also provide more I/O pins.
Page 1
This is I/O bank 0 and the clock (which actually goes to I/O bank 2). All the I/O pins go to the SRAM chip. None of the input pins are used.
Page 2
This is I/O bank 1, which has the top of the SRAM chip and also SPI interface. The input pin is not used.
Page 3
This is I/O bank 2 and configuration device. Most of the I/O pins are either used for configuration, or for providing a 9bpp RGB output.

This is I/O bank 3, which is the bottom of the SRAM chip. Again, the input pins are not used.

This is the FPGA power pins and JTAG interface.

This is the 1.2V power supply - it is a lot simpler than the XilMezzie board in that it only needs one voltage regulator.

This is the SRAM chip. I'm not actually using the Cypress CY7C1049; I'm using an IDT chip. However, the package and pinout are the same.

THis is the VGA connector. The resistors are to make the digital signal an analogue signal (without requiring a DAC).
